Only Usenet queue items are acted upon. Typical mappings:
- Remove, Blocklist, and Search — no eligible files, samples, no audio tracks
- Remove and Blocklist — not an upgrade / custom format
- Remove — already imported
- Do Nothing — ID mismatches and similar manual-import cases
